Independent Settlements

Independent Settlements is the term used to describe towns and settlements that are not part of the Southern States. While technically all settlements outside of the States are 'independent settlements' the term almost always refers to the area between the States and the Desert and the towns found within it.

Overview

The 'Settlements' are not organised into any overarching political organisation. Each is completely independent and self governing, and administers a surrounding area of farms and homesteads. Government varies from town to town, some have an elected town council, some a permanent group of respected citizens, some vote on all issues and a few are run by strongmen and political factions.

There are no overall laws covering the Settlements, something legal in one may be illegal in another. Slavery was once common, although efforts by Borden and the Southern States (particularly State of D'Entrecasteaux and State of Porongurup) have wiped it out in most towns, and driven it underground in others.

Boundaries between settlements are poorly defined, if at all, although their scattered nature means there are usually large areas of wilderness between territories.

The Independent Settlements are often grouped into the Western and Eastern Settlements with a dividing line around Tunney. The Western Settlements are smaller and more numerous, while the Eastern Settlements are fewer in number and have larger populations. The most westerly of the settlements face threats from the Warlord Realms, while the more easterly have to deal with arid conditions and creatures out of the Desert

Borden is the largest of the Independent Settlements and due to its strength and influence is often regarded as the de-facto capital of the region.
